 ed internet services. To put it in perspective\, that is 10 percent of th
 e entire population of the U.S. How do we ensure that every American citi
 zen and every school have equal access to the advantages of a high-speed 
 digital world? Should this be a right of every U.S. citizen like access t
 o fresh water\, medical care and education? What happens to those who hav
 e no access to this service? The elderly? The disabled? The poor? Those i
 n rural America?
